Can ACE inhibitors/blood pressure lowering drugs cause mood swings?

A friend of mine recently started taking blood pressure medication. Today I noticed that he was in a great mood one morning, but about three hours later he was really pissed off, and then after about five hours he looked really depressed. Can these medications also cause mood swings? Google only mentions a drop in blood pressure, not mood swings.

Blood pressure media do not directly influence the psyche of a human. But the brain bleeding can be disturbed by excessive blood pressure or pulse reduction.
