Very simple, by cell division from existing blue algae. The name is obsolete, now they are called cyanobacteria.

They are already there and when it is warm and there are too many nutrients in the water, they multiply explosively. The nutrients come from agriculture, for example.

They are always present, even in reduced numbers. If a large number of nitrates and phosphates are introduced into a water body, then they multiply explosively. With eutrophications, something is preferred.
