Very simple, by cell division from existing blue algae. The name is obsolete, now they are called cyanobacteria.

They only come to the world colourless, but at some point the blue sea turns off. ;-)

They are always present, even in reduced numbers. If a large number of nitrates and phosphates are introduced into a water body, then they multiply explosively. With eutrophications, something is preferred.
