Building a raised pond, how much should I underpin it?

I plan to build a pond in which fish will find their place.
But I don't want something simple " in the ground" ; I want a raised pond that also goes deeper into the ground. It's hard to explain, so I've drawn a small sketch.
The raised pond will have a total depth of 3m, a length of 5m, and a width of 2m. I planned to build a wall about 1.5m high and then dig down into the ground. Then, install the pipes, equipment, etc., and then the pond liner.
Now I ask myself whether the masonry would be able to hold this amount of water?
I don't want to wall it up all the way to the bottom, so I have concerns.

An architect should be able to calculate this.
You should know if you need a building permit. After all, it is a building firmly connected to the ground.
Not that the building office next time it checks Google Maps means you have to build it back.
At three metres of depth, emergency exits should also be considered, not one morning the neighboring skirs are dead in the pond.

I would pour this with concrete and sink at least 1 m deep into the earth
