No, the stormtroopers are normal people from the common people who were recruited, even as children. You can see this in The Bad Batch and Rebels, among other things.

At the beginning of the Empire, the Imperial Army continued to consist primarily of clone troopers. However, over time, these were replaced by normal humans. By Episode 6, there were virtually no clone troopers left in the army.

These are normal people from across the galaxy who were forcibly recruited, meaning they're citizens serving in the military. Not clones. That's why they're considered so poor compared to clones.
