There is no sideloading, only Apple-certified alternative app stores. You can load them in the AppStore.
However, as operators have to pay a fee to Apple, they either require a subscription fee from you or do not offer free apps.

Although Apple meets the EU's requirements, it is cumbersome and expensive for developers. It's hard to pay.

Sideloading is available on the EU devices only on paper, as alternative stores still need to be certified by Apple, so resigned apps can still not be installed.

In addition, the system reinforcement comes through your school (MDM), which blocks most system changes anyway.

So your project cannot be implemented at all as long as the MDM of your school is active.
