Skynet took over various factories and thus also its robots, which were previously created by people. With the help of these robots, Skynet could then create more robots or better terminators.
According to lore, Skynet was created by Cyberdine systems to support the American air defense. Skynet, however, developed a consciousness and attempted to save itself from shutdown with drastic means. For example, by atomic strikes and finally also with the creation of the terminator series
But in order to build them it would have to create a whole factory in which the terminator will be created. That's not possible?
It is enough as AI to take over a factory that has built other weapons. Here and there are some adjustments in the program and already the AI builds small helpers to support the Skynet to redesign the factory in such a way that the construction of terminators was possible. Machine arms process things as their program pretends. Change this and adapt mechanical processes over time would be possible. This is, of course, a stretched process. But as SuperKI with specialization in weapons technology, that would be possible.
