Why are misleading bar charts often used in public broadcasting?

How often? This is n=1 graphics. If it's a one-time or rare thing, I'm going out of inability. If, however, a reliable count from a reputable source justify a "often" one would have to look at the corresponding content and the creators in more detail.
This is called framing and works because many people don't read the numbers, but are only roughly oriented towards the size of the bars. This is also not an “accident”, as it is repeatedly asserted, but full intention.
