Why don't I look like the scale shows?

I'm 176 cm tall and weigh 100 kg (as a woman). That sounds like a lot, and it is, but I don't look obese. Rather, slightly to moderately overweight. I'm always estimated to be 75-80 kg, and people don't believe me when I say I weigh 100 kg. At a check-up with my doctor, her records stated "visually slightly overweight, around 85 kg." Another doctor said I didn't need to lose much weight, as he also thought I was thinner, and he didn't believe me when I said I weighed 100 kg either. I always wonder why I weigh 100 kg, and women who look a bit overweight wear a smaller size than me. (They're usually shorter, too.)

I don't understand why this is happening. Does anyone know what could be causing this?

For the outer appearance, not directly the weight but the body fat content is important. Apparently, it's the case with you that your body fat content isn't as high as it could be assumed at 100kg.
