ALWR set on headlights?

Hello, I have a problem. I bought a car that doesn't have original headlights. The vehicle that has LED headlights has now noticed that the manual headlight leveling system doesn't work and you can't install the servo motors in the headlights. So I did a bit of reading on the internet and found an automatic headlight leveling system for retrofitting LED and xenon. Now my question is, does the ALWR have to be registered? The problem is, the headlights only have a DOT and SAE number, but basically the headlights work like normal headlights, even with the ALWR, can you get some kind of approval or something?
