Neighbors reserve parking spaces – what can I do?
Hello everyone,
First, some context: My husband and I live in a very central area on the main road, completely surrounded by residential buildings and no-parking signs. To say that there is a lack of parking spaces here is a complete understatement. This makes it all the more annoying that some neighbors are behaving completely inappropriately by reserving parking spaces with their cars for weeks on end. Several people have already spoken to them, but they have shown no understanding. The public order office can't or won't do anything about it, because parking spaces are reserved with vehicles, not objects. This means they drive out with one vehicle and immediately park with another. As a result, they have now reserved 7(!!!) of the 11 parking spaces on the street for themselves. 2 of these were added a few weeks ago, when the owners parked one car in the middle of a parking space that could hold 2 cars, and then either swapped spaces with the other car or parked the second one behind them. I spoke to them about it a few days ago, but there was no sign of understanding. (Quote: "Just call the police, they won't do anything anyway. We'll keep doing it like this. The others reserve some too, so we'll do it too." I'm seething with rage! It's so selfish. There's no way the owners (a young couple) have realized that there are old, sick, disabled, and even pregnant people living in the area.
Now that I've vented a bit, let's get to the actual question:
Is there really nothing I can do?
According to Section 12, Paragraph 6 of the German Road Traffic Act (StVO), parking should be done in a space-saving manner and, as a rule, stopping should be mandatory. There are no markings in the parking spaces, but there's clearly enough room for two cars. A €10 fine is possible, but €10 won't stop anyone, will it? Or should I really call every time they're parked there until they stop, since the tickets are piling up? Or maybe drop off notes in neighborhood mailboxes asking people to complain to the public order office; maybe then something will happen? It's probably bothering a lot of neighbors.

The authorities can make nix.
The only point that could be attacked is the space-saving parking with 1 car at 2 vehicle lengths.
But this does not justify towing, but only a mini penalty with bad administrative burden.
In the long term, I don’t see a solution, except next time plan better and build a garage instead of just a house. Maybe the house can just sell there and build something new.

So you can definitely book one for yourself. There comes a sign and if someone else parks there you can even pick up the money for it, up to 30Eur.

if you complain more and more at the office of order, it is only a matter of time until here a great idea is found, for example, only time-limited parking between 9am and 5pm, parking only with local white etc., so all things that make the situation worse.

The problem is that they have two cars, i.e. one parks always there. Unfortunately, we cannot react immediately if the parking lot should be free and even if, then reserve it at the next opportunity. It’s really awkward. Due to the many residential houses and limited parking possibilities, it is no rarity to circle around up to 1 1/2 hours in the area until what becomes free and then continue to park. :/
Or even rent a fixed car park would also be an idea. 🤷
Talk to several neighbors for the first time. The more you are, the more the Order Office or the police take the matter seriously.
