I don’t know a rule in which this is set. It is only known to me that it is forbidden when others feel harassed.

Do not know a campsite with regulations… Couldn’t imagine it’s about not having children.
A tent is usually not completely opaque, nor sound insulating. Operators know they can’t forbid sex, but in order to at least not disturb the campers on the day there’s this regulation.
