Two weeks ago, I went out to eat for €25, and two weeks later, my online banking still showed that it was pending. Nothing has been debited to date, and the pending note has now been deleted. What could this be?

Can I pay online with a PayPal account that has a balance (>100€) without PayPal requiring a bank account link? I received the money through transfers to my PayPal account, so I didn't have an account.
