What filling material could I use for gifts?

Hello! My gift consists of a laundry basket, a sweater, soccer pads, and a wallet.

I'd like to give the items to the laundry basket and then give it away. Unfortunately, I don't know what I could put in it as filler material so the other things would be more visible and look nicer inside. I don't think these raffia paper scraps are bad, but I don't think buying them is necessary; I'd rather make something myself. I could make them out of newspaper, but I'm worried it might rub off on the sweater, since it's white. Cardboard would work, too; that's an option, but I'd like to hear some other ideas. Do you know what else would be suitable? Thanks in advance.
