No, not to Venlo. Otherwise it would be at zB Salzburg and Kufstein. These would be exceptions where you can actually travel abroad with this ticket.

The 9-Euro ticket is valid only until the last stop. Border. To Venlo, Arnhem or Nijmegen you can only travel with an additional ticket.

No, according to the VRR, the 9-Euro ticket is valid only within Germany, not according to Venlo, Arnhem, Millingen and Nijmegen.
