The 96W are the maximum which can be delivered to power. It also does not consume 6W more than allowed, because in most cases the output power is significantly lower, especially when it comes to handies that are loaded only with 5V and there would be 96W 19,2A, which does not carry a charging cable.

How much power is consumed does not determine the charger, but the devices that are plugged on it. uNd only when the batteries are completely empty is loaded with full power that allows the device.

At the outlet dahem you can also consume 2400W for 10A fuse, but the connected lamp with e.g. 100W determines that it is less.

Okay, don’t worry about the 6W. First, your device will only suck a maximum of 96W, usually less.. The power outlets in the train also have some safety installed and if the overload will last for a long time, the power outlet will turn off and then calm down again. Actually, nothing can happen, that’s all built safely.
