The Simson S51 is largely identical with the Simson S70, the effort is comparatively low here, some suppliers have specialized in such remodels, see e.g. https://v2.racepowertuning.de/tuev

No. A 50 Mopperle has only one permit. Chassis and frames as well as brakes… are all designed for the allowed 45Km/h plus some safety. A 125’s is an approved and TÜV machine. Rebuilding and the costs and effort to get an authorisation will not be in any proportion!

A 125 is free of authorisation, even if it carries an official license plate.

However, a conversion would be significantly more expensive, if possible. And you don’t get such a change.
