250cc scooter getting too hot?

I have a 250cc Benzhou Cruiser. This patient has caused me a lot of problems. And now the engine is overheating. The fan won't start, the water in the tank is cold. The radiator is cold. In the external cover you can see that the water is being transported in some way and, above all, is boiling. Somehow the heated water isn't getting into the circuit. And that means the fan isn't turning on either. That's my guess. Does anyone have any ideas about this? The strange thing is that the display goes crazy every now and then; as soon as I accelerate, the temperature drops. Strange. Please help.

I don't know the coolant circuit, but this thing has a thermostat. If it's going to grow. It can also be that the ZKD is broken and the exhaust gases blow into the coolant.
