Is a 2080 ti worth it for €200 in 2024?
I'm currently looking for a new (unused) gaming monitor that can run at 4k 144 Hz with 1 millisecond latency. It should be a curved monitor, ideally, and cost under €350. Is there such a thing?

for 200€ is still worth it. But you must remember that the map of 2018 is and GPU ́s have no infinite life expectancy.
As long as you’re looking at it, it wouldn’t have been used for mining, but you still have a relatively long time to enjoy it.

The card has enough power for 1080p and often also for 1440p if you don’t need the highest settings as well as no problem with it has to turn on DLSS if necessary.
However, the card also has decisive disadvantages:
-Consumption is quite high for today’s standards, as measured by its performance.
-The card has been 5-6 years old or in operation and you don’t know how long it works until it fails. And there’s no guarantee anymore.
-Maybe you also need the heat-conducting paste or Renew pads because they can already be hard and dry.
You’d probably be better off getting a new AMD RX 6750 XT. It costs 320€, makes just as much (except Raytracing), has 1GB more VRAM and is significantly more risk-free as it is new.
That would be worth the €120 extra.
Shaft the rx 6650 xt 1440p and in games like red dead 2 or cyberpunk 60 fps?
If you set the settings, it’ll be fine. But I would really save you on the RX 6750 XT. She’s just much better.

For the money, yes. For this you get current only low range cards that do not have the performance (can). As already @FrankITService wrote, the age must be taken into account. The card is 6 years old and you can run risk that she could die in 1-2 years. But if it lasts 3-4 years at the end, its price is justified.
