2-stroke scooter cold start problem?

Hello. My scooter starts immediately when it's cold, but after a few seconds it revs very fast, stops responding, and then dies. It runs perfectly, though, if I occasionally cut off some air from the intake for 1-2 minutes until it warms up a bit.
