I have put my GPU in the lower GPU slot, but it only has 2 lanes and the upper one has 16, but I can't really put the GPU up because the AIO hoses and the 24 pin are blocking the way. Can I bend the cables and hoses a bit?

The hoses of the AIO should always be relocated, which the GPU is not in the way. Otherwise prefer other installation.
