I have a question. I'd like to apply for a medical degree through Hochschulstart. They say you're only allowed to submit 12 applications.
Does this only apply to, for example, the summer semester of 2023 and can I then send 12 applications again for the winter semester of 2023/24 or the summer semester of 2024?

Yes. The restriction of applications is always valid only for the respective application semester.
This restriction is no longer valid for medicine. All applications for as many places of study count as an application. So you can apply for all places that offer medicine and then still have eleven applications.
